This is likely a subadult or female Northern fur seal, not a fully grown male. I have dived among Guadalupe fur seals (Arctocephalus townsendi) and Galapagos fur seals (Arctocephalus galapagoensis) and have seen those species adopt this head-down pose as well. I suspect that it is a natural resting position for fur seals that share their waters with large sharks. These photographs were taken at San Miguel Island, part of the Channel Islands National Park and Marine Sanctuary. San Miguel is an important island for pinnipeds; four species have breeding colonies there: California sea lions, Northern elephant seals, Northern fur seals and Pacific harbor seals. (Guadalupe fur seals and Stellar sea lions are seen at San Miguel occasionally as well.) The San Miguel colony of Northern fur seals comprises only a tiny portion of the population of eastern Pacific Northern fur seals, most of which breed at the Pribilof islands near Alaska.
